Police officer sacked for "obsessive" behaviour

A police officer has been sacked without notice after he behaved in an "obsessive" and "controlling manner" towards another officer.

A misconduct panel was told how Wiltshire Police officer, PC Storm Brand had attempted to pressure a female officer into restarting a relationship with him.

The hearing, held in November, found his behaviour amounted to gross misconduct and he was barred from working as an officer.

Deputy Chief Constable Craig Dibdin said PC Brand had "demonstrated fixated, obsessive, intrusive and controlling behaviour".

The misconduct panel heard PC Brand's actions included contacting the female officer against her wishes or attempting to do so via her colleagues, friends and family.

Deputy Chief Constable Craig Dibdin called it "simply disgraceful".

He said: "PC Brand created an environment that was intimidating, hostile and degrading and through his unwanted behaviour, the officer's dignity was violated causing her distress and concern."

He added that the behaviours reported to the hearing "have no place in the police service".

Held at Wiltshire Police Headquarters between 25 and 28 November, and chaired by Assistant Chief Constable Ian Saunders, the hearing found his actions had breached the standards of authority, respect and courtesy, equality and diversity and discreditable conduct.

PC Brand, had previously faced allegations of gross misconduct and was given a final written warning for behaving in a sexually inappropriate manner towards female colleagues.
