That’s the question the owner of a cottage in Pembrokeshire is asking after it was deemed to be a second home by the local council, trebling their council tax bill.

Eira Harris’ family have owned the bungalow – which has no toilet or bathroom – in Poppit Sands since the 1950s and previously paid standard council tax on it.

Amid new rules introduced by the Welsh government last year, Erin Lister looks at what constitutes a second home.
