Ministers are expected to announce major changes to benefits, including Personal Independence Payments, on Tuesday.
A person is currently eligible to claim PIP if they find it difficult to do everyday tasks or get around because of disability or a long-term physical or mental health condition.
There is unease among Labour MPs about the welfare changes, with many voicing their opposition.
