Two men were arrested after calls were made to police about people barricading themselves in a property.
Officers and "a number of police resources" were sent to Warren Court, in Cromer, just before midday on Saturday, Norfolk Police said.
A man in his 30s was arrested on suspicion of robbery, affray, burglary and two counts of assaulting an emergency worker and was taken to hospital due to welfare concerns.
Another man, in his 20s, was arrested on suspicion of burglary, affray, and robbery and remains at Great Yarmouth Police Investigation Centre.
No-one was injured and police were not looking for anyone else in connection with the incident.
The force said Overstrand Road was closed while officers worked at the scene but has since reopened.
