On Monday night, residents at the Gateway apartments on Broad Street were evacuated and moved to a sports centre to spend the night.
Several roads in the surrounding area were shut the following day as armed police engaged in an operation at the complex, before the incident came to an end on Wednesday morning.
Mr Younis, of Broad Street, will appear at Sheffield Magistrates' Court on Friday.
