No charges in pedestrian death investigation

No charges will be brought against the driver of a car that fatally struck a pedestrian in December, the Isle of Man Constabulary has confirmed.
Robert Kissack, 22, was hit by the vehicle on Whitebridge Road in Onchan, opposite the Manx Fun Farm, at about 03:30 GMT of 29 December.
Ch Insp Michelle Maddocks said the driver has not been "speeding or breaking the law in relation to his manner of driving" and was not "intoxicated in any way".
"A number of circumstances which caused both Robert and the driver to be at that point, at that moment in time, has resulted in terrible tragedy for all involved," she said.
Mr Kissack's death in January found the 22-year-old agricultural worker from Crosby died from head and chest injuries.
An inquest into Mr Kissack's death, which was opened and adjourned at Douglas Courthouse in January, heard the agricultural worker from Crosby died from head and chest injuries.
The hearing was told the three occupants of the car, along with members of the public, had helped with resuscitation efforts until the emergency services arrived.
A statement from the Isle of Man Constabulary read at that hearing confirmed the driver had been arrested and released on police bail while investigations continued.
Police have confirmed the driver was initially arrested on suspicion of causing death by dangerous driving.

In an update, police said the decision not to charge to driver had been reached following a "comprehensive investigation" and consideration by the prosecutors at the Attorney General's Chambers.
Ch Insp Maddocks said officers had "worked very hard to establish every possible detail and to understand how the collision happened" and would "continue to provide support" through the inquest process.
The events had "resulted in the loss of life of a very popular and loved young man" and the "impact of this loss to his family and friends cannot be quantified", she said.
"Our condolences go out to all those affected by this incident," she added.
