Judicial review for housing development plan

Campaigners fighting plans to build 1,500 new homes in West Yorkshire have secured a judicial review of the case.
Kirklees Council granted outline planning permission for a large development at Chidswell and Heybeck, near Dewsbury, in December 2022, though the finer details of the scheme are still to be approved.
The Chidswell Action Group (CAG) was among the scheme's opponents, citing concerns over biodiversity and the impact on woodland and local infrastructure.
It has now been confirmed that the High Court will review part of the development and determine whether the decision was made lawfully and fairly, following a challenge by the CAG.
The proposed development is split across two sites.
The larger Leeds Road site is earmarked for up to 1,354 homes, employment development of up to 35 hectares, a new primary school and a local centre.
Meanwhile the smaller site at Heybeck Lane is set for up to 181 properties, the Local Democracy Reporting Service said.
The CAG said it was the latter part of the proposals that was subject to the judicial review, which could see the proposals quashed, although its objections across both sites were broadly the same.
'Huge consequences'
CAG chair Jim Aveyard said the group was "pleased" with the news.
He told the BBC: "We object particularly on the biodiversity issues.
"We don't think they've been properly considered.
"In addition there is ancient woodland adjacent to the site, which we're concerned will be adversely affected by the development."
Mr Aveyard said the Heybeck Lane plans were "the thin end of a very significant wedge".
He added: "There are huge consequences not only for nature but the many communities around the site.
"We appreciate the need for additional housing provision but do not feel that the scheme as proposed can sufficiently meet housing needs of those wanting to buy a house for the first time."
A date has yet to be set for the review, though it is expected to be held in Leeds.
Kirklees Council declined to comment, citing the ongoing proceedings.
