Man fined £2,800 for dumping bags of waste twice

A man has been fined more than £2,800 for dumping bags full of household rubbish in the same location twice.
Andrei Voloaca of Dovedale Road, Corby, pleaded guilty to a number of fly-tipping offences at Wellingborough Magistrates' Court on Tuesday.
North Northamptonshire Council said on 7 March 2024 Voloaca was seen dumping 10 bags of waste on Everest Lane, Corby, and returned a week later with more bags.
Ken Harrington, a Reform UK councillor on the authority, said action was taken against Voloaca "to pursue those who blight our communities".
Voloaca was fined £2,858.53 after admitting to depositing without environmental permit controlled /extractive waste in/on land and failing to make measures when managing extractive waste to prevent contraventions and the escape of waste.
Captured by CCTV
North Northamptonshire Council said in March last year it received a report from Willow Place Town Centre Security after its CCTV cameras captured the incident, which provided the authority with Voloaca's vehicle registration details.
The footage showed Voloaca dumping ten bags of household waste next to charity recycling bins.
On 14 March 2024 the same vehicle was spotted dumping more rubbish in the same location.
The authority said Voloaca was identified as the driver and registered owner of the vehicle.
Harrington, the executive member for assets, waste and environmental services on the authority, said the council "takes environmental offences seriously and will continue to pursue those who blight our communities through the illegal disposal of waste".
"This case sends a clear message that we can and do take action against those who fly-tip and it will not be tolerated in any town, village or community in north Northants," he added.
